Check the laws in the area. In many places, it's illegal to haul a load without a cover to prevent just what you experienced.
You can always threaten them with a citizen's arrest.
In the future, make sure you have a camera and take a picture of the truck, load, etc. Best if you can actually see debris falling off the truck. If there's dirt piled up on the outside of the gate, that would be good enough evidence.
I once had a box fall on my truck. The box was blown out of a rubbish truck. The top was open and the rubbish was blowing out. I didn't have a camera. I was so po'd, I actually chased down the truck and forced it off the road. After the swear-fest got me nowhere, the driver said, "Where's the proof? Where's the box." Well, he had me there, so I went back and found the box. Luckily, it had a delivery address.
Talked to the supervisor. Got the run around from him. Finally, I told him either he tells me where the truck's last stop was, or I go to the police. He looked up the records and told me the last stop. It just happened to be the delivery address of the box I had in the back of my truck. Told the guy, to follow me and I showed him the box with the address. He knew I had him so he aplogized and had me fill out a claim and they took care of my truck. He explained that the driver must not have closed the door on the top of the compactor.
I told the super that his driver is lucky. I could have placed him under arrest for having an uncovered load.
